The story behind the Harriman Campus is distinct from that of the Empire State Plaza (ESP) in that Harriman was designed with a different set of considerations and a focus on its integration into the surrounding community. The respective portraits of Governors Dewey, Harriman, and Rockefeller introduce Botsford's personal summary of the State actions that brought the Campus about, while also discussing the architecture and peoples affected by the build.
